Currently I have the 4g37 pulled out of my Talon to reseal it and replace any hard parts that are worn, and upon removing the outer timing covers (both of which snapped 🫩) and then cleaning behind the belts, I discover what appears to be JB Weld between the water pump and engine block and rear timing cover. Is this cause for concern or just a broken bolt someone covered up in the past?

Agree with Paul. Replace as many seals as you're able to, since you're already in there. And get those sprockets & surrounding areas as clean as you can to prevent damage to a new belt.
 
Please get some degreaser, some brushes and spend an hour. Are you replacing all seals?
