Resolved 2G Tachometer No RPM Reading

If I am understanding correctly then I did get various values throughout the test. Lowest values I saw was ~12.6 Hz and the highest was around 14.2 Hz. I am working with a multimeter and not an oscilloscope just to clarify that so results may not be as precise haha.
 
I don't think idle speeds are extremely stable on most DSM's so the value drifting doesn't leave me wondering as much as it being half what I'm thinking it should be. I just don't trust my reasoning on this given everything else that's on my mind.
 
I'm not in much of a rush. I'm still dealing with this weird small oil leak on the front timing cover under the crank pulley that only appears when the car gets up to operating temp, so probably wont be driving it too soon. Already dropped and resealed the oil pan because of it because I only really saw oil around there when I took the timing cover off.

Anyway I digress. With where I'm at with this is drawing the conclusion that somewhere between pulling the gauges out, setting them on the shelf for a few months and then putting them back in something broke/got dirty/knocked out of place...you name it. With that, might just need to get a new cluster and try that unless I come up with something else to test.
 
This may seem silly but with people recommending to tap the plastic to get the tach to work I dont figure its that outlandish to recommend that I try to move the tach needle by hand to maybe un-stick it. Much like tapping on a starter to knock the brushes loose but instead I'm essentially turning the needle to free it up. Maybe it sitting for a while allowed something to get "gummed up" so to speak. Just wanted to see if there is any logic behind this or if I'm just going off the deep end.
 
The issue has been resolved! I put another instrument cluster in the car and we have RPM reading from the tach. I guess mine was just bound to go out and it did. Thank you so much @19Eclipse90 and @steve for all the help and guidance through this troubleshoot! I appreciate the time you gave to this.
