Anyway to get the this off without pulling the crank pulley. It is leaking pretty bad need to fix it.

Can't get a wrench in there or a socket...

Solution
That's not a drain bolt. That's a pressure relief valve plug. Get an universal M18 aluminum crush washer for drain plug or order MD000312 and replace it, you will have to remove the crank pulley and at least loosen the lower timing cover bolts to make some room though.

Are you sure that the leak is from that pressure regulator? I would sooner believe that oil is running down and dripping off of that part instead of that part leaking.

I agree. Clean all the oil off and then look for the leak. Unless you messed with the valve there should be no reason for it to leak. I mean it's possible but highly unlikely.
