What is its purpose and how does do I install it, it came from manual fwd bell housing

That isn't a block dowel is it??? For transmission alignment? Or are they solid?
 
Nothing that belongs in a bell housing.

It's too small to be the release bearing retainer (shaft), and too large and thick-walled to be a dowel.

Paul may be correct, it does indeed look like the front balance shaft spacer. It's about the same size, has the relief cut into it like they do, but in your picture it looks to be tapered on one side unlike the spacers.

Edit: Looking at the picture more closely, the greasy thumb may just be causing the illusion that it is tapered. If that's the case, then Paul is right in what he said above. You'll have to confirm that it's not actually tapered.

If so, it's the front balance shaft spacer as Paul suggested:

It either got mixed into your parts batch, someone dropped it into the transmission housing area, or someone used it to take up space on a bell housing or starter bolt that was incorrect and too long.

Thats so much, my garage is currently an absolute mess and I just assumed it was in bell housing cause it was in trans part bin
