Mechanical Condition
The engine is healthy. Good compression all the way around feel free to test it.
The stock T25 turbo spools nicely & sounds healthy.
You can give it some gas and hear the turbo sounds really healthy. Seriously it was a fun to drive car but I'm getting older now and looking to spend the $$ on home improvement so my loss is your gain.
You can easily upgrade the turbo to a T28, throw E85 in there and make 350WHP with the current fuel setup. It would be spinning until 3rd most likely you'd probably need slicks to get traction at that point.
Transmission shifts smoothly through all gears.
The car accelerates hard and feels strong.
The only issue keeping it from being a daily driver is the power steering.
I've already replaced:
Power steering pump (twice)
Rack and pinion (once)
The issue still remains, so I believe it's something relatively minor such as a hose, restriction, or fluid flow problem. Because of that, I recommend towing it home. You clearly won't be able to test drive it in this condition as it's not drivable so you can see it start & run.
Why This Car?
A lot of DSMs on the market are either:

This car already has some of the most expensive DSM upgrades completed.
