1G 1g dsm wont rev past 6500 rpm

ok I need help I have tried a everything I can think of. I have a 1g dsm awd manual mod list:
Fully built 4g64, fp3 cams, 1250cc injectors, 450 walbro pump, fp 3065 turbo. ecmlink speed density, e85 flex fuel.

Car will not rev past 6500 rpm at wot full boost 25 psi e85, it will rev past it if im just cruising without smashing on throttle. Car runs and pulls amazing till it gets to 6500 under full boost than feels like its hitting a rev limiter, I have my rev limiter turned off.

I have tried every spark plug out there with every gap possible from .018-.026, did a boost leak test and all came out good.

no clue what it could be any ideas? I'm thinking it might be a spark problem but have no clue.

Wot it won’t fit passed but 10% throttle it will go passed

Been playing around with too many standalones that have TPS based launch control, forgot link doesn't have that.

I’m just running the stock coil setup. I ordered a new ignition coil to see if that fixes the issue

Was really wierd. Wastegate was stuck so all the boost was comming out of the blow off valve at 23 psi. Tightens bov and then boost creep started so I replaced the waste gate and all good now.
