i have a 1997 eclipse gst i was double checking all the timing and crank and camshaft are in time the only thing is the oil pump? i saw that the sprocket it broken but i also a circle but most of the videos i’ve seen on timing is a arrow and not a circle like mine would it be possible if the arrow broke off or is the circle mark the actual timing mark?

The blue circled dot on oil pump sprocket is the timing mark for you. The early oil pump sprocket comes with an arrow, and the late sprocket comes with a dot.
So in the pic, it's off, but keep in mind that all timing marks (cams/crank/oil pump sprocket/balance shaft sprocket) would be lined up only once for 6 crank rotations. And if you have eliminated the balance shafts, you don't need to care about that timing mark blue circled anymore. That timing mark is for the left (rear) balance shaft.

All come with an arrow now from Mitsubishi, building and engine for a customer and his OEM pump uses an arrow and is a 7 bolt also just to note.

I have seen both but most of the 7 bolts I have noticed are arrows my old OEM pump

They have a different part number, so it would depend which one you buy. Original is what I said above.

I bought the car about 6 months ago. Is there anyway of knowing if the balance shaft was eliminated?
Also would it be okay if I just set the time for the oil pump cause right now as it sits everything is in time except for the oil pump?

You can check the rear BS bolt plus on the back of the block as a way but also if you spin this without a belt on it you can generally feel if the BS is connected or not due to how lighter the sprocket is to rotate vs with the original balance shaft connected. Plus if it still has the BS it can fall level and self-rotate.

If you have the balance shaft belt (the small one) you still have the shaft.
Like Bobby said above, if the LH shaft has been eliminated, you can't feel centrifugal force by the balance shaft counterweight when you spin the oil pump sprocket without the timing belt. It would just spin equally. If the shaft is still there you would feel centrifugal force easily when you spin it.
There is no way to confirm by the pic if they have been eliminated correctly by the previous owner. You eliminate the balance shaft means you would replace the LH shaft (the rear one) with a stub shaft or a race shaft, or cut the original shaft and block off the oil hole in the shaft. And if also you remove the RH shaft (the front one), you would need to block off the oil feed holes on the block by rotating the balance shaft bearings or just leave the sahft in its place.

You should upload a pic to show us the timing just for in case. I don't know if you set the valve timing correctly but in case if it's off, you would easily bend valves in the worst case scenario.
