White smoke after turbo swap

My T25 died on me. After attempting to install a T28 I get white smoke from the exhaust. I am building boost, but don't have a clue what's with this white smoke?
 
all he did was unbolt the turbo from the exhaust mani, put the new one on 'n hook up the oil/coolant lines

I dont think it would be a headgasket, his compression was fine before and there was no smoke,

I'm kinda leaning twards a bad turbo seal or something,,, leaking coolant into the exhaust side
 
issue was a bunch of spilt antifreeze in the down pipe, it burned off and quit doin the white smoke thing ;)
