whining sound from head help please

i HAVE A 92 LASER AWD i have rebuilt the head a few times it started doing it bent some valves (my fault) rebuilt again and it stopped and more dsm problems had to rebuild it again and now its back. I'm for sure its not power steering /crank some where in the head and it don't start till it gets hot i have just put in cams gears titanium valves and springs and keepers every thing full built head any help please
 
is the fluid in the PS bottle up to the line? If low, the pump squeals pretty bad. I'd look for a leaky PS unit underneath with blown end seal(s).

You got some pulleys torqued too tight, or belt too tight which would cause whining?
 
That is good full it almost sounds like it the cam were to have a bearing if it was bad???Dont sound like a belt i'm lost maybe a cam cap to tight??
