i was wondering if i will be able to turn up the boost to 12 13psi my supporting mods are safc 1, new clutch, removed boost solenoid, fmic

You should be running 16 psi already w/ the 1G turbo.

Or do you mean you want to turn the psi down?

no i wanna turn it up i just didnt want to damage anything because i dont have a data logger im getting dsmlink in 30 days

You should be past 12-13 psi already. Do you have an aftermarket boost gauge?

And you are getting boost <12? Sounds like you may have a boost leak or a hole in the line leading to the boost gauge.

You should be doing boost leak tests as standard maintenance. You'll be safe running 15psi but before using the SAFC and turning the boost up more, get a logger. You won't be able to do too much with the SAFC until you get larger injectors as well. 650s are the max size you want to run on the SAFC BTW.

To answer your question you should be able to turn it up to 15-16psi safely. Just watch your wideband and SAFC for knock (if you can do that, never had one).

Without a datalogger I would just leave the boost setting alone until you get link. I mean it's your car so do as you will, but I prefer to be safe rather than sorry.
