what is washing out piston rings and walls?

I was just searching through the forums on flooding a motor because I did it today Anyway I came across this thread about gas washing the rings and walls away. What is wash the rings I dont understand. How exactly does it happen and what are the bad things that could happen from this and what should i check for.

Cylinder walls are splash lubricated, not pressure lubricated. The layer of oil that is left after the oil ring scrapes most of it off is all that protects your piston from becoming a permanent part of your block. Excessive fuel can wash this film of oil off the cylinder wall and promote piston scuff and excessive ring wear. Avoid when possible.
