2G what is the correct timing belt tension

It kind of a weird angle to get a 1/16in allen wrench in the hole in the tensioner. I got it in all the way but im not sure if it is straight or if the hole is slightly off. Between the cam gears, I can move the belt downwards ~3mm. Would you say this is correct?

On a side note it seems like I cant get the tensioner pulley holes to be exactly parallel to the ground. They seem slightly towards the front of the car. Is this normal?
 
This is very very very very very well documented. Without trying to write another book the following items will always apply. Once the belt is on rotate the motor at least 6 full turns. If you're starting out with the marks in place it will take six full turns of the crank to get all the marks to line up again. Once that is done and verified verify the protrusion of the hydraulic tensioner. It will be either withing the OEM spec or it won't. There is no good enough, no grey area. Nothing. It's right or wrong. I do not have those specs in front of me. They are documented in the service manual.

This works better when you don't make two separate threads. Belt deflection has nothing to do with correct tension.
 
If you were doing a SOHC cam setup, then you would need a 1/4" deflection in the middle of the longest point between two sprockets in the belt with all marks aligned up, (like the BS belt, for example), due to a simple tensioner pulley.

..not so with the 4G63 DOHC setup since it's due to the autotensioner making two adjustments necessary for proper operation.
