What does flowing 30lbs of air indicate??

Is there any estimates or conversion equations that can give a rough hp rating??
For example 30 lbs of air at 16psi on a s16g.

As a rough estimate, 1 lb/min ~ 10hp.

So does that mean everyone with those flow numbers are around 260-300hp??

I wouldn't say everyone... Some will be higher, some will be lower. It is really setup and tune dependant. Factors such as timing advance, AFR, turbo efficiency, IC efficiency, etc. will all impact the actual horsepower. That is why it is really just a rough estimate.
