In the middle of mechanically restoring my 2GB GST and one of the things I asked them to address were these codes.

They replaced both parts and checked voltage and said that the ECU was bad.

Given that the car had ten other codes that I rectified and got to stay off, what are the chances are that this is the case.

It feels more like my mechanic is just trying to push my car out the door.

You could definitely be right about that. My old service manager used to say some of the dumbest shit to run customers off. Notice I said old.

I'd be verifying that both parts were really replaced and that they didn't just tell you they replaced them. I'd also be checking to see if the connectors were tightly snapped in and making clean connection.

It's not impossible to have a bad ecu though. Go have a detailed conversation with them and have them explain to you exactly why they think the ecu is bad, and get them to show you. That's when they'll start to stutter if they're lying.
 
Both of these solenoids are activated by the ECU pulling it's side of the circuit low. It's not unknown for the transistor driver to be blown if the connector at the solenoid was disconnected and water got in to it (shorting it out) but I wonder how they checked the voltages and forced the activation?
