timing issue

Ive searched couldn't find anyone else with this problem. I'm currently building a 6 bolt and I'm inthe process of putting my timing belt on. I've done a lot of reading on how to do it I have also purchased the jays raving timing tool kit. I started off with aligning my cam gears and setting the cam gear tool to lock them in place. I than got my hks timing belt and started by putting it on the exhaust cam gear and than intake but that's where I preety much stopped my belt won't fit over the intake cam gear. Here's a picture hopefully it uploaded. I pull tension the belt to get it over but I still. And I thought it was the belt but I have spare belts that I also tries and same thing. I'm running out of ideas

Here it is. I know that I'm missing the manual tensioner I removed to check something. I'm just concentrating on why I the belt can't sit on the cam gear

I've never personally felt the need to use a timing kit for the engines, Ive always just made certain the dowel pins were at 12o'clock, squeezed the exhaust cam in a hair to get the belt on, made it as tight as I could on the right side on the idler pully, then carried on with the tensioner.

I center up the belt on the cams and use several bulldog clips to hold the belt on while futzing with the lower half.

If i were to blame anything, looking at the cam position retainer whojabby, it appears the cams are clocked slightly inwards on each other.

Try timing it without those fancy whatchamacallits.

I was thinking about trying it without tool. But than I had an idea of laying an extra set of gears that I had on a table and lining them and using the cam gear tool and setting them in between them and than getting the belt and setting it over them and it worked fine.but onece they get mounted on to the shafts the belt won't sit properly
 
Unless there is something strange, like intake cam gear on the exhaust cam or something funny.

dowel pins at 12 o'clock. dont mind the timing marks.

These were the cam gears I originally tried it with and I was think maybe the marks were incorrect so I tried stock ones and the same thing.

Place the belt on both gears as best as you can get it without swaying too far left or right. One mark will be ever so slightly lower than the other. Once the belt is on both, zip tie the belts on both gears or have a friend or have yourself hold and gently walk the two gears in unison one tooth left or right to align the marks as if the belt is moving the gears. Make sure the belt has a tight tension on the top.

Tada! The marks will be aligned and the dowels will be at 12 o'clock. Post a picture before you go any further and someone will chime in or I will. Please do not turn the cam gears unless you know where the pistons are at!
 
First off I just want to thank everyone that's helping me out with this situation I really do I appreciate it. This is my first timing belt job. Btw I have my crank timing a little bit before it's timing so I know my pistons arent at the top yet. I'm going to give another shot without using the tool and I'm going to start by putting the belt on first and and then zip ties than I will set the timing on the gears and post pics. I know I only need a little bit more for the belt to sit on the gear but I'mpulling and iit's not going on.
