1G BISS Adjustment

I've been reading the vfaq
But I'm having issues with high idle still

I've got a timing light on the car and I got it one every point perfectly

I'm dead on but still Idle at 1800ish

Biss is all the way down when I set the biss about 2 turns up it goes out of time again so
I turn the cas until I get a decent 1k rpm

How can I set the biss and time at the same time do I still need to ground off for my biss

Have you grounded out pin 8 & 10 to adjust the idle. Also need the computer grounded out via the plug behind the battery.

Its not possible to idle at 1800 without other issues present. Throttle is sticking open, cable is sticking, throtle stop is bent or idle position switch isnt working or missing its ground through the throttle body. Ecu will cut fuel at 1500 rpm if idle position switch is closed. Do you have the throttle body ground strap and the intake manifold ground present? Idle switch doesnt work without these. Pointless to try and adjust anything if the ecu doesnt know throttle is closed and you have properly grounded the appropriate connectors. Set biss for proper rpm then set ignition timing.
