T-25/28 Turbine housing

Anyone know if they're the same? My T28 now has 3 broken bolts in it and of course it's not sealing very well. I have a T-28 laying around but the bolts that hold the turbine housing on are seized. Wondering if I need to even waste my time trying to get them out. Anyone? Thanks.

They're the same....once the T25 housing is machined to accept the T28 turbine.

It's sitting in my closet, waiting to go on. Still planning on it but still have a manifold and wastegates to buy.
