Strange boost issue, almost like lag

Ok, heres is my issue, i can hop on the gas in first take it to my shift point, go into second, floor it and the boost stays at 4-6 psi, not the 12 that its set at with my mbc. it will happen going from 3rd to 4th, . the engine revs, the car accelerates, but the boost jut does not climb. ive done the leak test and all is fine, if i just step on the gas it boosts just fine. its a evo 3 16g on a 2.2, honda motor, i know honda but i run all dsm parts on it. mr peepers knows about it. I cant figure out why the boost will not climb at times. any ideas.
 
I know you said you did one, but sounds like a boost leak or a damages wastegate actuator. My WA was crushed when I bought a 16g from a guy and he didnt tell me. It kept the WG open all the time allowing an exhaust leak so the turbo would never spool.

True. I had one that was full of coolant, don't know how it got full but it worked fine through first and stayed open through 2nd and 3rd...
