This is long. I actually started this as a question in another forum than found the info myself since no one knew. I wanted to share this in this forum so I just combined all my posts here. If you still have the stock fans and want it to run high Read on
I have heard that the stock fans are stepper fans and that the Radiator fan has 3 speeds (lo1 lo2 hi) while the AC fan has 2 (Lo hi) That the high speed turns on only upon reaching 242F. I have also heard that the fans run high when the AC is activated. Also that the speed is determined in the windings inside the motor and that each of the wires designate the windings. Today I went outside and hooked a multimeter to find what wire turns on the rad. fan. Well the blue wire is the feeder to the low speed. I also looked to see which relay turns on the fans at 210 and above...Its the LO relay. With AC on the other fan turns on as well. Turns out that with the AC running both fans run off the LO relay. I hooked into the relays like the mod in the VFAQ and it does run both fans but what happens is the Rad. fan runs slower and the AC fan Even slower. I figured that if blue is LO on the fan, than Yellow is Medium and Green is high. (Green usually means GO like in traffic lights )
Well I just went outside to see if changing the wire colors make the fan spin faster. NOPE I ran ground to black and ran 12V across each of the remaining colors on the plug. The blue wire spins the fan like it normally does. The Green wire, which I thought might be the fast or Hi spun the fan exactly the same speed as the blue wire, and the yellow did nothing. Did not spin the fan blades. I even tried joining the blue and green wires to see if it spins faster and no!!! the same.
Tried the same with the AC fan. Ran ground to black and 12V to the other colors. Same results, the fan does not spin any faster with any of the other options.
Well I kept searching and after 2 days of searching 100's of threads I found 2 method to make the Stock fans run off the high relay therefore making them run on HIGH.
It deals with grounding parts.
Supposidly DSMLink can make both stock fans run on high and it flows tons of air. I don't have DSMLink so I cannot varify this. Basically the first method is like this.

I found how to make it run on high without modifying relays!!!!!
It really does run at a significant higher speed!!! Heres what I did. I waited till the fan turned on. Wired the high relay to ground. (pin 1 on the hi relay) I immediately noticed that the fan started to run higher. I took off the high relay ground now that I know the speed of high. So I took a multimeter to see which wires were supplying voltage to the fan. We all know that theres 4 wires to the fan. BLACK YELLOW BLUE GREEN.
I placed the multimeter to measure the blue wire. It only had 9 Volts.. So I was like what? I than measured the green wire. It too was running volts. It was running 13volts. Both wires were running voltage.
I took a jumper wire and joined both the green and blue wire while the fan was running and it went to high speed!!!! Left it like that and waited.
The fan shut off at 199. I still waited. When the fan turned on again it went on high!!!!!! instead of regular low!!!
There finally a happy ending!!!

Thats one method. The second method involves grounding pin 20 on the lower most ECU plug. It is a green and orange wire.Relay A13X is the radiator fan hispeed relay.
Relay A10X is the a/c fan hispeed relay.
In the fusebox under the hood the bottom row (the row closest to the front
bumper), A13X is the second relay from the right and A10X is the 5th relay
from the right.
When you pull the relays the wiring looks like this:

If you ground pin 1, the fans will turn on high (as long as ignition is
on). So you can ground them permanently by running a wire from any ground
to both those pins and the fans will always spin high with the key in, or
you can put a switch in the fusebox and turn them on only for racing, or a
switch in the cockpit
This is very easy to do, and if you want to do it with your own switch it's even easier. The benefits are you can run both fans on high whenever the switch is on and it doesn't interfere at all with the ecu attempting to operate the fans when the switch is off. Also, this doesn't run all the current through the switch like the VFAQ method does. Strip the wire a little (Pin # 20)without cutting it and attach a piece of wire to it to go to your switch. Hook the other end of the switch to a ground point and that's it. When the ecu wants to run both fans on high, it simply grounds this wire out and that is all you are doing with the switch.
