Starter doesnt disengage

Well I just replaced my transmission recently, and when I start it up, the starter makes a windy, grinding noise, and you can hear when the engine is running it isn't disengaging all the way.
I pulled out the starter, cleaned the gear, and put it back in, no luck.

Does this mean I need a new starter? Why would it just go bad with me putting the new tranny in?

You can try to shim the starter it may be too tight and once it engages and starts it is in a bind causing it to not release
