Spooling Weird?

Hey quick question, my turbo doesnt want to spool in sceond it seems like. Like u can feel the pulling until about 4k rmps. But when in 3rd and 4th i can get pull boost right away. What could this be? Ever since i got my car from the shop it feels weird and weak. My turbo doesnt sound the same, it doesnt pull as hard. Hmmmm any sugestion.

Turbo to manifold gasket it sounds like. My car wasn't hitting boost untill like 4500k. i found out it wasn't spooling properly because a lot of the exhaust was leaking out b4 it could enter the exhaust housing... post back if that doesn't help.
