1G eclipse gsx speedometer seems to float/bounce as I’m driving and is inaccurate. What would be a good start for fixing this and how technical is it to remove the gauge cluster???
 
Just replace the speed sensor.
It has nothing to do with the gauge cluster.

Had the Same Problem several months ago on my gsx.
Thought at first that the gauge had an issue.

But after replacing the speed sensor, everything worked fine.

Correct. 1g speedometer is cable-driven.
Removing the cluster is not difficult but before removing, make sure the speedometer cable lock on transmission is surely tightened (Green circle). If it's loose, tighten it and see if the speedometer would work as it should.

Possibilities are,
Speedometer cable is broken or not attached properly.
Speedometer is broken.
Speedometer drive/driven gear is broken.

Remove the cable at the transmission and pull out the inner cable. Lube up with wheel bearing grease the whole length then reinstall the inner cord. It has a square end on it to go into the speedometer so wiggle it a bit as you reinstall it to get it all the way in then screw the transmission side back on. We used to have cars back in the late 70s and 80s that had speedo bounce and that always fixed them at the shop I worked at. Easy to do, easier than removing the dash (which isn't tough either but IDT its necessary for your fix). I would try this first.
