Okay I was driving last night and noticed my speedometer stayed at 45mph even when I know was doing at least 60. I did take my cluster out earlier during the day and put it back in when the car was running. I drove it for a little awhile after and didnt notice it. Could the sensor be going bad or is the needle having issues???
 
Did you take apart the cluster or just unbolt it from the dash and pull it out?

I would try reseating it to make sure the electric connections are fine and then go from there.
