setting mbc and bov

So im pretty sure that i got sent a mbc without the ball and spring. I bought one of the ones off of ebay and i either run stock boost or it runs unrestricted. I pulled it apart and when i shake it i can hear the ball but tried smacking it out and nothing. Not having a spring would make sence wouldnt it? Also i just installed a adjustable bov what should i set it at.
 
When you tighten, or turn it in(increase boost), you shouldn't hear the ball move at all. I agree, sounds like your missing the spring or your piece is defective. I'd contact the seller.

The bov put it on almost the hardest setting, make a pull if you hear surge, turn the bolt counterclockwise a few turns and make another pull, do the same till you dont hear the surge, just the bov sound. ;)

Running unmolested 1g bov with hallman mbc at 14psi right now. Not sure where you going with the bov adjustment though? OP is having issue with his mbc.
