I finally have my block all tore down, one piston melted the ring lands and part of the ring fell out, one of the tier pistons started to fail as well and the ring grooved up the cylinder wall. Everything elese looks smooth, however the hone isn’t very pronounced. I currently have .020 over Pistons for the rebuild, does this look like something that can be bored out @ .020 or showed I just exchange them for .040 over?

It's too hard to tell from just a picture unfortunately. I would recommend taking it to a machine shop and let them tell you what can, or can't be done. Hopefully they can just go .020 over and it will be good, but you won't know until you do it.
