Hello, I've recently got my talon, its got some stuff done it has a apexi safc on it, and I was wondering if that's not tuned correctly, if that's why it's running rich, it idles between 1300, and 1700 rpms.
 
Without DSMLink, Flash ECU, or a custom EPROM chip, the factory ECU is programmed to try and maintain a 750RPM idle speed once it reaches normal operating temp and it believes the throttle is closed. Is it rev'ing up and down between 1300 and 1700 RPM at idle, that's called idle surge and triggered when the idle speed exceeds the coasting fuel cut limit normally used when decelerating to turn off the injectors and then turning them back on to keep the engine from stalling. It's usually caused by a vacuum leak or misadjustment of the throttlebody.

The ECU also will attempt to enter closed loop using feedback from the Narrowband O2 sensor feedback to maintain 14.7:1 AFR at idle and cruise.

It doesn't sound like your car is doing either which indicates that you may have several issues to track down and correct.
