I believe the charcoal canister is under there,mines unplugged as well.

That is a vacuum hose that connects to the charcoal canister which is located under the battery, and if it is still in the car I suggest that you reattach it, that line feeds gas vapor into your intake and will help gas mileage.
 
If your car has had the vacuum lines shortened and re-routed, then it's OK to leave it disconnected.

If you're still running the stock vacuum line system, somewhere there's a line that the one in your hand is supposed to plug into that is an enormous vacuum leak at idle and boost leak when on the throttle.
