I got my 99’ eclipse (GS) about a year ago and ever since I’ve been having problem with the power steering belt snapping or jumping out of place. Ive replaced multiple times and the same exact thing keeps happening. I’m not sure what is causing it. Maybe a bad pulley? What can it be?
 
your harmonic balancer might be starting to separate.
the center section of the balancer and the outer part are bonded together with rubber or something like that. when it goes bad it will start to wobble and throw the belt.

it could be an issue with the power steering pulley being out of alignment too

ill check that out. i took it to my mechanic a while back to see if he can check it out for me and he did say that the pulleys weren’t aligned but when he aligned them, the problem was still there.
 
You're either over-tightening or under-tightening the tensioner. Too tight will snap the belt and too loose it will fly off. I went through 4 belts before I deleted the tensioner completely.

How would you delete the power steering belt tensioner? I kind of have a similar issue as the OP except mine just squeals until the generator relay does its thing LOL. About ten seconds.

We're talking 420a here. But basically the power steering pump bracket has a long hole for the top bolt so you can use a pry bar to put tension on the belt and then tighten up the bolts. That's the simplest way I can describe it. This is another thing I need to make videos and articles about.

That is the same method I use. I thought there was another method to deleting the tensioner.
