ECMlink P0125 DTC question

[OneFastGST]

My car out of no where threw a check engine code, when i hooked up DSM Link to it, it said:

"Excessive time to enter closed loop fuel control"

What does that mean? Also the A/F Ratio guage sits on red, usually it will scan through rich and lean, but it wont get outta red now. What could that be? i recently changed the gasket between the turbo and the manifold, and i did that a day before the engine code came up, what could that mean?
