my friend is getting 9mpg with his turbo 4 cyl-help!

a close friend of mine has a 1987 chrysler lebaron 2.2l turbo 3 speed auto with no aftermarket parts & its getting 9mpg even when he drives it nicely but no check engine lights are on (although they work)-what could this be?

3 speed huh? How much of his miles are highway? How fast does he drive on the highway? Is his catalytic converter clogged?
