Little/No Heat in Car

When I bought my car in November of 2005 it had the same issue that it still has today. The heat my Talon sucks. If it is very cold out (20 or below) you don't even get heat when you're driving. If it is in the 40s you'll get a little heat when driving. I have just dealt with it for the past three years and I now I kind of want to fix this. It isn't like my car runs really cool either. I have been through a bunch of thermostats, coolant changes, and coolant flushes. Nothing ever made a difference with the heat. I'd just like to know how I should go about diagnosing this issue. I'm sure it will just be the heater core, but I dont' want to just jump to that if there are other things I can check.
