Jumpy/Stalling Idle NON-turbo no CEL

Ok so my cars been doing this for about 3 months right after I got it. After dealing with this bullshit I adjusted the BISS screw and it helped for a while and my idle was at 1100 rpm. But then it started again. When the car is cold most of the time it will stall without gas. If i keep giving it a little gas then in 10-15 seconds idle is fine. When its VERY cold out it actually does it less frequently when its around 30-35 degrees out. It also wants to stall when the car is hot, you shut it off and turn back on after a few seconds. This shit is pissing me off. I dont want to piss in the wind anymore by adjusting the BISS anymore cause it will set my idle obnoxiously high. Any ideas what could cause this? I looked alot and every single post is about a turbo car. CEL is not on, and it does go on at first after start which is normal. When the idle is solid, putting all the stuff like headlights, AC, music, wipers on doesnt affect it and idle stays at same RPM, so i assume the ISC is fine. Again this happens randomly, but once the car has been running for a few seconds idle is rock solid and no more problems untill the next time i go to turn the car on. Thanks for reading all this. Any ideas would be great.
 
I would put my money on the ics or tps or it could just need plugs and wires. Have you checked for vacuum leaks?
 
idle air control valve could be suspect. check your coolant level. does it smoke? it could be leaking injectors. fuel filter? check the mass air flow, check for vacuum leaks, clean the throttle body, check the ignition,plugs wires,spray water on the coils to see if they are arcing, could be the igniter, could be alot of things, but you gotta check the basics. it could have a code set with no cel, do you know how to jump the data link to pull codes? check your fuel pressure, let us know how you make out.
