Inconsistent idle; rising RPMs.

Had a similar experience on another vehicle a few years ago. Turned out to be a hairline crack in the intake manifold.

Check your throttlebody gasket, mating to the intake manifold. Very small intake leaks after the TB can cause this. Also check for hairline cracks on the IM, and the IM gasket to the head.

Quickest way to do all of the above is a boost leak test.
 
I'd check the throttle cables also your pedals

Sorry just remembered you can lower your rpm idle from adjusting the screw on your throttle body.. its on the front side and looks like a hollow hole but if you look at it.. it has a phillips head tip so by turning it you can adjust idle..
 
Whenever I remove my throttle cable and reinstall it, I route it as normal and hook it to the TB and get the bolts screwed into the IM. Then I open the throttle plate and let it snap shut under its spring force, then adjust the cable so that it's not sagging and tighten the bolts down on the mount plate. Never had issues since doing it that way. Throwing it out there as an idea.
 
You obviously have too much air going into the system on what should be idle. So force the issue with a BLT and see where it leaks out. Check your idle position switch height. Ensure TB is fully closed at idle.

Does it surge when in neutral and the clutch not depressed (ie. engaged)?

There should be no difference between clutch in and clutch out; one will not magically make the engine free rev above the other. In fact, clutch in might *lower* RPMs because of load, if anything at all.

No surge im picking up a smim tonight with a q45 tb and throwing that on and ill see if problem continues
 
It could possibly be a vacuum leak...or your cables are somehow getting stuck for some reason no way to really tell...but you should definitely looking leaks and possibly your TB not closing all the way..

Im guessing that i have rtv stopping up the plate my brother did the tb on it when we put the car back together so idk how crazy he went with the rtv
