Idle surge and throwing code P0443

I'm trying to see if these have link with eachother. The car idles with a surge and seems to be idling high. I figured it might just be a boost or vacuum leak causing the idle problems but have yet to do a boost or smoke test on the car. When driving it doesn't bog down and drives pretty well, it's just the idle. I'm not sure if the previous owner messed with the BISS to try to get the idle in check or if the code is what's causing the idle. And input would be appreciated. I'm going to try to link to a video I made of the issue also.

Is the code just being triggered by the bad idle or would the purge valve need replacing too? Also, the previous owner said he had been driving the car with the bad idle for a while, thats Fing great about the ecu. Guess ill be searching to test the IAC and ECU now.

Rough start and belt is squeeking because it hadnt been cranked in about a month, didnt do it when I first bought it. Im sure a tightening wouldnt hurt as it shouldnt be happening anyways.
 
I wasn't able to pull the IAC to test because it was too dark by the time I got home. I did pull off the connector and test it though. It's getting 12 volts to the 2 center plugs on the connector. Is this a good sign that the ecu drivers aren't fried yet? I should be able to pull the IAC tomorrow or this weekend to check it.
