Then I would be starting to get out of the "budget" build aspect of the car.

I'd think a 4000rpm stall would be plenty for a turbo with a turbine wheel smaller than a t31 in a turbine housing with a critical area about the size of a .63 a/r garrett housing. There been bigger that's spooled fine with a little less stall.
