HX40/35 Hybrid Spool Question

Hey everyone, I got a question about my Holset HX40/35 6060 hybrid turbo with a 12cm2 t3 housing, Tial external gate and tubular exhaust manifold. I feel like I am having a serious issue getting this thing to spool up. The car is an auto with factory converter, Kiggly 5 disc clutches, and a Forced4 Smart 100.1 shift box. if I start a rolling pull in 2nd I am not getting 17psi of boost till 5k rpm and from what I am seeing lots of guys by that point are 25psi+ , in the gate I have a 15psi spring. The motor is built with Manley I beam turbo tuffs, Wiseco 9.0:1 compression pistons, and I have a set of comp cams in the head. For engine management I am running a Link G5 Voodoo ecu. I have tested for boost leaks and the only one I found was from the throttle body shaft seals but those have since been replaced and re boost leak tested and I cant seem to find anything else. This is a fresh build and compression across the board is 175 psi +- 2 psi . I am just super lost as to why this car takes forever to come on.

Would really appreciate some new things to check or look at, I just checked timing the other day and its exactly where it should be.
 
I see over 30 PSI at 5k on my HX40/T3 setup.
