How far is the WG actuator arm supposed to move?

I'm trying to track down a boost creep problem that I'm getting. Wastegate's ported, O2 housing ported, still getting up to 22 psi. I was talking to a friend about my problem, he told me to check the WG actuator, see how far it opens up. I put a compressor to it, applied 15psi, and the arm moved about a quarter inch, and the flapper didn't look like it moved much at all. Shouldn't the wastegate be moving more than that?

I'm not really sure, although that sounds about right. A disc valve is fully "open" (the size of the passage is equal to the area of the opening) when the disc is ¼ of its diameter off the seat- and, the wastegate is being opened on an angle.
Check the actuator arm for binding, maybe give it a shot (when cool) of WD-40 or other penetrant, and work it a few times.
