wastegate arm supposed to move?

is the wastegate actuator arm supposed to move if you try to move it with your hands while the car is off?
 
Yeah ive got mine and it does. The actuator gets pressure and moves it so when you are moving it your almost doing the same.
 
mine doesnt budge when i try to move it. im assuming this is probably a bad thing.
 
If you have access to a hand pump, you should be able to make the actuator move on its own. you can try that but probably if it wont move on its own then it wont move.

i didnt quite understand that post. so its bad that the wastegate arm wont move by hand?
