Does anyone have a good idea how to remove my lower control arm bolts in the rear they seem to be rusted on I am unable to remove the nuts so I think I need a plan B has anyone else encountered this and found a way to get them out? The cars in a parking lot so my options are limited. Any help would be greatly appreciated.

Usually you can get the nuts off with some PB blaster and a good wrench with maybe a pipe for a handle. The bigger problem may be getting the bolts to come out of the bushing. You may have to cut thru the control arm to get it off and buy a replacement. There are several threads I've read detailing the operation. If you are limited in the tools you have you may need to get some help.

Something like this should help.http://www.dsmtuners.com/threads/replacing-seized-rear-toe-control-arms.205503/

OP,
Before you start cutting parts off:

Which specific arms are you trying to replace?
Why are you trying to replace them?
What vehicle are you trying to replace the control arms on?

I am trying to remove the rear lower control arm bolts on the drivers side of a 2g gsx. I can not get the body side bolts out of either LCA. I don't care about the bolts per say but it appears on both arms that the bolts run full length through sleeves and I don't want to cut those without a plan or knowledge behind it first.

Looking at your photo, you will likely need to cut them out per the link DOA 1950 posted. The eccentric bolts often rust-weld to metal sleeve. If they are damaged, ensure that you have a replacement arm and eccentric bolt set. STM lists the arms along with the eccentric bolt set if you unsure of where to make your purchase. You are in luck if you only need to replace the driver's side as the passenger side is discontinued. I used about 5 long reciprocating saw blades when I removed one of mine. You will need access to power for the reciprocating saw.

One alternative to replace both driver and passenger side would be Paul Volk's tubular toe arms:
