Grey Paint in the Oil Pan

So I got this project from someone else and it's looking very poorly done. Just pulled the oil pan (low oil pressure) and the oil pickup tube filter had grey paint (my guess) on it. There were a few shards of metal in the pan as well.

I have a bad feeling that possibly I got the car in the middle of the tear down, not the put back together. OR they put it back together with a crappy old (it is dented) oil pan. I know before i got it the car hadn't been driven in a while and the motor is a 6 bolt, which is why I thought they were putting it back together. (Along with the timing done, new gaskets all around, etc, etc...) So I'm leaning towards them not getting a new oil pan.

My question is, what is this grey paint-like substance. I feel like under pressure, the filter for the pickup tube could've easily gotten clogged with this stuff.
 
if its still wet from oil and where you can wipe it off with your finger, then that gray paint like substances is matal shavings from the bearings spinning.

like you said, few shards of metal, that throws a red flag! Remove the rod caps and main cap to see how the bearings look. If those are okay then take out the oil pump and check out those balance shafts. Might as well remove it while you are in there. Or do a rebuild.
