2G front shock removal woes

I'm in the process of replacing the shocks and springs on my 95 awd with a GC coilover set. The rears went very smoothly, though I am having a lot of trouble with the front shocks.

Basically the lower control arm bolt that holds the shock mount in place will not come out even with a hammer. The nut on holding the bolt has been removed. Does anyone have any ideas or suggestions to taking off the lower control arm bolt?
 
PB Blaster. It working on all my stuck nuts/bolts. Soak it with PB and let it sit for about 5-10 min, then soak it again for about an hour. Then try again.
 
So I think the bushing in the lower control arm might be bad, hence why I can't easily take out the lower control arm bolt. Guess I'm putting in the Energy Suspension bushing.

In the mean time, is there a way to install the shocks without completely unbolting the shock mount from the lower control arm?
 
Why not loosen the bolt holding the strut on?

You mean the bolt at the top of the shock mount that clamps the bottom of the shock? I can get that off without any issues, but the problem is I can't pull the shock off of the mount unless I can do something to lower the mount itself. The vFaq said to remove the mount completely, which entails taking out the lower control arm bolt.
