do any 96 eclipses come with eprom ecus or do 95s only?

I believe they were all from '95.

But, if you'd like to check yours, compare it to the numbers on this page. You'll look at the first table under the picture of the ECU (the one with only 2 rows).

I believe only the 95's had eproms in the 2g's.

where is the ecu located in the car?

It is behind the radio. You have to take off both of the side panels in the foot wells to access it. There will be 2 bolts on the drivers side and 1 bolt on the passengers side. Then unplug the 4 connectors and slide it out towards the drivers side.

'95 only and not all came with EPROM but most did.
