Cant boost past 14psi

I just installed a MBC and started turning up the boost, but once i got it to 14psi no matter how much i tighten the thing it wont go past 14. I have it installed with the source coming from the comp. housing and its a ball and spring type. I checked the spring and ball to make sure it wasnt getting caught on anything inside the boost controller. I want to turn it up to 16psi any help would be great.

A stock turbo especially with the cat installed won't do much more than that anyway, It's probably time for an upgrade.
 
im having the same problem!boost leak tested and have no leaks.i have a full apexi 3" exhaust no cat and the stock 14b turbo and no matter how much i turn it it wont boost past 15psi.the turbo does make like a howling noise only when boost is starting(not a spooling sound)i have no shaft play in the turbo either im lost..
