cant boost past 15

I thought it was my mcb so I took it off and ran without one watching my boost gauge like a hawk but no go I hit 15pounds at 3 grand and nothing boost stays at 15. I have a 1G (90) awd eclipse I am on a 14b I know I shouldnt push it to hard but I have extra 14bs so I thought I would try. My buddy has the same car and with out a boost controller can hit 20. Is there a second restrictor or something I dont know about?
I have also crushed my stock BOV. Any help would be great.

Most likely old/dying turbo. Check the play on it.

It has very little to no shaft play and spins freely.
