^ From the OP's pictures, I am 99% sure that's what it is. Just needed the color legend to figure out the plug colors.

There's a disclaimer on that article that your setup may differ from the ones posted. The images and wire colors were from a '99 GSX. That's not saying the harness was exactly the same as the OP's '95 Talon.

If it's under the fuse box, it has to be the cruise control. And with a couple wire colors matching, I can't see any other outcome.
