Just want to know if this is normal and if they will wear off once I actually put them on. These are the overstock rotors from Machv

Tried brake cleaner on them twice and no success I think I'll contact machv
 
Did you use a scotch brite pad? I agree, judging by the lack of rust and corrosion in your pic, it might be some kind of protectant.
 
Probably lubricant to keep moisture away. brake clean may cause a squeek, try good old fashioned soap and water.
 
took a scotch brite pad with a lot of elbow grease and its slowly coming off.
