Bad idle after injector seals changed

I just went and changed the lower injector seals and o-rings and adjusted the tps via datalogger (10%). When I try to start the car now, it ussually starts on the second or third try. When it does start, it cold idles fine for about 2 seconds (3000rpms), then it drop to about 1500 and surges from 1000 to 1500 rpms, but in a manner that almost sounds like its really wanting to die. I have no CEL on. Anyone know what could have caused this?
 
Was your TPS off before you adjusted it? How do you know?. Maybe your new seals didnt sit right. Did you make these adjustments because of bad idle and now still have it? or is it new? I would double check your work and report back.

If you had the problem prior to this, Its possible your FIAV is bad or ISC is going nuts.
 
My tps was at 13% before. I know because I have a pocketlogger. The idle was fine before I adjusted this. The ISC was at 20 steps before this happened at normal idle. How many steps should it be around during cold idle?
 
Ok I watched the ISC steps as I turned on the car, and it starts off at about 40 steps, then goes down to 0 after about a second or two. Keep in mind this is all during cold idle.
