high idle after throttle seals

I have a problem. I installed new seals in my throttle body. I put it back on and checked for boost leaks. I didn't have any but when I started my car up the idle wouldn't drop below 1100rpms even after it warmed up. Well I grounded the plug in the engine bay and the one in the diagnostic port in the car to adjust the idle. After I did that the idle stayed right at 750rpms, but when I took the grounds off it went back up.:confused: Any suggestions?
 
I did that, but when I grounded the 2 connectors the idle dropped to 750rpms, so I didn't have to adjust the idle. But when I took the grounds off the connectors the idle jumped up to 1100rpms. The throttle position on my logger reads 16% but I'm pretty sure my throttle plate is all the way closed. Theres slack in my throttle cable when the plate is closed.
 
You need to adjust you TPS according to the vfaq. You can also adjust your biss without the jumpers connected and see if that brings it down.
 
Adjust the tps until your logger reads 0% at idle. Then turn the car off and adjust the throttle cable for wot.
