420A 420a RPM at 0 and wont start

So I got a 420a from an Eagle Talon after the 420a in my Eclipse had an untimely demise and needed to be switched out. Everything is connected and back in, I switched out the cam position sensor and crank position sensor but the RPM on the OBD2 tool I have is still reading absolute zero and not moving at all when I try to start it.

Is the new engine from the same year car?

I honestly am not sure at the moment. I believe the engine was either 95 or 99 and my eclipse is a 98
