2G 2.3 stroker, hks cams, idle 1400 rpm?

So I’ve been working on this old race car for years finally have a turbo and engine that doesn’t leak, ect.

And now I’m trying to solve other problems the cars seems like it’s tuned for WOT no problem it rips but the idle speed is 1400 rpm maybe sometimes 1300

I’d like to get that down to 900-1000 max, the lower the better, this is a street car now

I’m planning on ordering an new ISC

My BISS screw is two full turns out

No vacuum leaks (haven’t checked the BISS oring yet will tomorrow )

ECMLink idle target speed I’ve changed it too 900, 1200 nothing seems to happen

Turning the BISS screw doesn’t seem to do shit either for the idle

I noticed in ECMLink it’s set to force open loop when I uncheck that and save the car just immediately goes oh hell naw what you think this and shuts off LOL 😆

What gives ?
 
What condition is the throttle body.

Basically there is a throttle stop screw on the back of the throttle body that can be adjusted to let the blade be open or closed more than normal

You would want to see your tps readings at idle to determine if the tps sees the throttle body is open more than it should be.

The throttle stop screw can be loosened to allow the throttle body to close more. Your throttle cable could also be too tight and be causing the throttle body to be open slightly

So verify 1, that there is some slack in the cable so the throttle body is fully closed, then push the throttle body closed to verify it isnt just hung up on something.

2. Verify the throttle body is fully closed visually

3. Back out the throttle screw so the throttle body is closed
 
Assuming the TPS, Idle switch and ISC are working good, if the idle is still high and uncontrollable after fixing all vacuum leak and adjusting the throttle body properly (TPS, Idle switch, BISS, SAS/Stop screw, throttle cable), you may need to retard the ignition timing at idle area. Or/and if you have a 1G CAS, check and set the base timing properly. The ignition timing may be set too advanced.
